The Liberia Mandingo Association of Pennsylvania (LIMAP)

The Liberia Mandingo Association of Pennsylvania (LIMAP) is a soon-to-be-established 501(c)(3) nonprofit organization created to serve the Liberia Mandingo diaspora and the broader West African immigrant community in Pennsylvania. Rooted in cultural preservation and built on a foundation of equity, resilience, and intergenerational empowerment, LIMAP exists to address the persistent gaps in youth development, women’s economic participation, healthcare access, legal navigation, and civic inclusion. The organization’s mission is to deliver culturally grounded, community-driven programs that enable healing, self-determination, and long-term opportunity.

Over the next five years, LIMAP aims to directly serve more than 10,000 community members across eleven strategic program areas—including youth leadership, maternal health, digital storytelling, trauma-informed safe zones, and legal aid navigation—while establishing itself as a scalable model of diaspora-led development. Backed by a $2.5 million/year financial growth plan, a dynamic leadership structure, a diversified funding strategy, and deep partnerships with government, civic, and nonprofit institutions, LIMAP is positioned to become a trusted institution, a national thought leader, and a catalyst for cultural, economic, and civic transformation.

Our Mission

  • To preserve and uplift the cultural heritage and community values of the Liberia Mandingo diaspora in particular, and the West African diaspora in general.
  • Through education, youth empowerment, women’s leadership, health equity, and civic inclusion, LIMAP fosters a culturally rooted yet forward-looking ecosystem that strengthens families, builds intergenerational solidarity, and advances equitable opportunities for all.
  • LIMAP is a bridge between past legacies and future progress—honoring tradition while enabling transformation.

LIMAP Executive Directors

  • Makoya Musu Dolley

    Director of Women Affairs

    Responsibilities:

    • Advocate for women’s participation and leadership within the organization
    • Develop and implement programs supporting women’s empowerment, health, and economic independence
    • Serve as a liaison to women’s groups and partners
    • Address issues affecting women in the LIMAP community
    • Coordinate events celebrating and uplifting Mandingo women
  • Charles Bility

    Director of Youth and Sports

    Responsibilities:

    • Lead youth engagement initiatives including sports, education, and mentorship programs
    • Organize soccer tournaments, after-school programs, and youth leadership events
    • Foster partnerships with schools and local youth organizations
    • Promote cultural identity and discipline through sports and recreational activities
    • Encourage youth participation in LIMAP activities and leadership development
  • Lamine Toure

    Director of Religious Affairs

    Responsibilities:

    • Provide spiritual guidance and coordinate Islamic events and religious observances
    • Promote religious education, including Quranic teachings and Islamic values within LIMAP
    • Lead or facilitate Friday prayers, community Duas, and other faith-based gatherings
    • Collaborate with local Imams and religious institutions to strengthen LIMAP’s Islamic foundation
    • Offer religious counseling and support to members facing personal or spiritual challenges
    • Ensure LIMAP’s programs and public events respect Islamic principles and cultural traditions
  • Musa Obeba Dolley

    Director of Public Relations

    Responsibilities:

    • Serve as the official spokesperson for LIMAP
    • Draft and publish press releases, community announcements, and public statements
    • Manage LIMAP’s communication channels, including social media and email outreach
    • Promote LIMAP’s mission, events, and accomplishments to the public and press
    • Build and maintain relationships with media, local organizations, and community leaders
    • Ensure consistent and professional branding in all public materials

President LIMAP

Expert in agriculture management and team leadership with experience at Corteva Agriscience and the Saudi Food and Drug Authority. Holds degrees in Agricultural Economics and Organic Farming, driving operational excellence and strategic growth.

Ismeal Fofana
Vice President

Experienced Community Development Specialist with over 5 years of experience in program management, grassroots mobilization, and stakeholder engagement. Skilled in designing and implementing community outreach initiatives.

Mohamed Toure
Secretary

Dedicated Administrative Coordinator with strong experience in nonprofit recordkeeping, communication, and internal coordination. Skilled in managing meeting minutes, organizational documentation, and correspondence.

Treasurer

Detail-oriented Financial Administrator with expertise in budgeting, bookkeeping, and donor fund management. Passionate about ensuring fiscal accountability, transparency, and compliance in nonprofit finance.
